Lowell council adopts updated master fee schedule after public hearing

The Lowell City Council adopted Resolution 842 on Feb. 18, 2025, approving a revised master fee schedule to update charges the city assesses for permits and services. Interim City Administrator Max Baker opened the public hearing at 7:08 p.m. and told the council the last comprehensive update was April 19, 2011 and that an update was necessary to modernize fees and align revenue with current costs.
After Baker's presentation there were no public comments and the hearing closed at 7:13 p.m. Councilor Don Bennett moved to approve Resolution 842; Councilor Jimmy Murray seconded. The motion passed unanimously with Mayor Maureen Weathers and Councilors Murray, Tim Stratis, Gail Harris and Bennett voting YES.
Council documents show the update was presented on-screen during the hearing and staff framed it as a housekeeping and cost-alignment measure. The council did not solicit amendments during the meeting and there was no public opposition on the record. The council did not set an effective date in discussion notes at the meeting; staff follow-up was indicated.
