Consultant outlines comprehensive RECC SOP rewrite; adoption targeted after stakeholder reviews

Matrix Consulting consultant David Branch told the RECC board the firm had completed a benchmarking analysis and drafted a consolidated SOP package intended to align RECC operations with industry best practices. "We drafted a set of revised SOPs...I think 67, 68 separate subdocuments," Branch said, describing nine categories that include call taking, radio procedures, emergency medical dispatch and emergency response.
Branch said the team conducted staff and stakeholder interviews and identified gaps and outdated or non‑existent policies, then began iterative reviews with RECC leadership. He said the initial round of reviews should be finished by the end of the month and that the drafts would next be circulated to county HR, legal and affected agencies for comment. "We anticipate completing that initial round of reviews by the end of this month," Branch said. Board members emphasized timely review by county parties so the September implementation visit remains viable. The RECC board will receive the final package and a recommendations report once internal and agency reviews are complete.
