Lowell councilors use SMART framework to draft 2025–26 goals

The Lowell City Council met in a work session on March 4, 2025, at Lowell Rural Fire Protection District Fire Station 1 to develop the council’s goals for 2025–2026. Mayor Maureen Weathers called the session to order at 6:00 p.m.; councilors Don Bennett, Gail Harris, Tim Stratis and Jimmy Murray attended, and Interim City Administrator Max Baker participated as staff support.
Using the SMART (Specific, Measurable, Achievable, Relevant, Time-bound) methodology, councilors and staff brainstormed potential initiatives and then prioritized those ideas. Participants assigned achievable benchmark tasks meant to make each goal measurable and trackable; the council compiled the prioritized list and directed that it be presented at an upcoming City Council meeting for formal adoption. The session adjourned at 8:32 p.m.
