Nolan recommended budgeting about $400,000 for a full‑amenity park in the TIF district but stressed the final scope should reflect grant availability and resident feedback.
Trustees raised design and operational questions during discussion: whether the site lies in a floodplain (staff said it is not believed to be in the flood plain), liability and insurance implications, enforcement and registration or membership options (fobs/lanyards were suggested), capacity (roughly 10–15 dogs at a time estimated), and potential external grants (one trustee noted $50k grant possibilities). Several trustees recommended sending the matter to the Garden Village Commission first for research and community input; the board agreed to that referral.
No funding or formal budget appropriation was made at the meeting; staff will forward the concept to the Garden Village Commission and return with more detailed options, cost estimates, liability review and grant research.
