The motion to approve Item 2A was moved by Ms. Krystal Bohannon and seconded by Ms. Vickie Jones; board members Leroy Parker, Vickie Jones, Krystal Bohannon and Ms. Kimbley voted aye, and the motion carried.
Board members did not record additional conditions attached to the approval during the meeting. The agenda language states the action is to authorize the treasurer to issue non-payable warrants and to permit their purchase as investments; the transcript cites that this authority is permitted "as allowed by Oklahoma law." The board took the action during a special session convened at 5:31 p.m. and adjourned at 6:00 p.m.
