Union representatives asked the district to add specific evaluation language they say will ensure annual‑contract teachers with performance concerns receive documented support before non‑reappointment.
The CCEA proposed two additions to the evaluation article. One provision would require that “annual contract teachers displaying performance issues shall be afforded targeted, collaborative, professional learning on a consistent basis in addition to the weekly PLC,” and that administrators document measures taken and solicit feedback from mentor coaches before recommending non‑reappointment. The union framed these changes as protections that would encourage teacher retention and prevent non‑instructional reasons from driving employment decisions.
District leaders said they already see a low non‑reappointment rate and that administrators generally conduct deficiency conferences. “Out of almost 3,000 teachers, we had 29 non reappointed,” the district representative said, arguing that existing processes already address many concerns. Union leaders countered that documentation varies by site and that more consistent standards or checklists would reduce avoidable turnover.
Both sides agreed to review contract language and to continue negotiating how to include protections without limiting principals’ ability to remove staff who are not a good fit for a site. The district offered to review the proposed language and suggested it could help to formalize supports such as mentor coaching.
