The city council approved a resolution of necessity and related appraisal agreement July 27 to move forward with a land-swap plan for a new wastewater treatment facility. City attorney explained the resolution authorizes Spencer Fane (the law firm assisting the project) to continue title work, appraisals and condemnation-related steps necessary due to the parcels' titling and to help effectuate a land-swap agreement. Staff said the anticipated timeline aims to complete required steps by the end of the year.
Council also approved an appraisal engagement with Titan Commercial Valuation to perform a market valuation on three parcels involved in the transaction; staff said they agreed to pursue a market-valuation approach rather than a more time-consuming condemnation valuation, which reduced costs and complexity. Council voted to allow the mayor to sign both the resolution and the appraisal agreement.
