Commissioners table debris-removal plan pending city landfill permit and GPS/monitoring clarifications

Carl and other staff outlined a debris-management approach: the city proposed dividing a landfill/staging area (about 12 acres total, roughly 6 acres for county use) but the county needs confirmation that the Texas environmental permitting (TCEQ) and a monitoring plan are in place for FEMA-eligible disposal. County staff emphasized that debris must be GPS-tracked from point of origin to an approved disposal site and that a separate monitor is required to ensure compliance for reimbursement.

Commissioners and staff also discussed options for early emergency cleanup under the judge’s emergency authority but noted such actions may not be eligible for FEMA reimbursement unless procurement and monitoring requirements are met. Given uncertainty about the city’s permit and the destination for debris, the court voted to table the debris-removal plan and asked the county judge to convene an emergency meeting as soon as the city confirms permitting so the court can act quickly to solicit RFPs for debris removal and monitoring.
