Council formally introduced a series of new department leaders and several new staff members on July 27 and read a proclamation honoring longtime human resources staffer Leanne McPhillips.
City Administrator Matt Morley introduced Michael Horta as the city—s new human resources director; Horta said he began on July 6 and is "really excited to be back in my community." Derek Cray, introduced as the new utilities director, said he looks forward to leading the utilities department and working with staff. Police Chief Brandon Sanchez introduced new hires in the police department (a detention service officer, a crime analyst, and a records technician). Public Works Director John Dowdy introduced Victor Romo, a new engineer focused on land development, and Finance Director Cindy Murphy introduced Julie Mancera as an accounting assistant.
The council presented a proclamation thanking Leanne McPhillips for more than 27 years of service; McPhillips accepted the recognition and spoke about passing the torch to Michael Horta. Several newly introduced staff members thanked the council and expressed gratitude.
