Council tables decision on Public Works hours to Dec. 1 after staffing concerns

Council discussed Public Works staffing and work hours after Code Enforcer/City Inspector Chad Foster asked for additional months to reorganize the department and avoid penalizing employees who hold second jobs. Foster said crews are currently scheduled to work 6:30 a.m. to 5:00 p.m. with a 30‑minute lunch and that he was looking for flexibility while he stabilizes staffing.
Councilmember Judd Johns pressed for set hours and noted concerns about employees clocking in from parking garages or offsite locations. The council voted to table agenda item #15 (consideration of days and hours of Public Works employees) to the Dec. 1, 2025 meeting; the motion passed with Church voting No and Fletcher, Groom, Deshazo, Johns and Witty voting Aye. During the mayor’s report, citizen Charles Pulley also reported an outstanding sewer leak at Jackson & Walnut and said he had previously told Public Works Director Troy Davidson.
