The council also approved the Incode Accounts Payable System upgrade for $6,441 (one‑time fee $1,350 and recurring $5,091), again waiving formal bidding. Councilmembers recorded Aye votes for both motions. Treasurer Hinshaw said the accounts‑payable upgrade will free up staff time.
