Rick Simpkins presented case studies to show how partner development can deliver a mix of housing types while preserving some town priorities. He described the Hidden Creek county partnership that issued an RFP, selected HRDC and United Housing Partners, and produced a structure that delivered 182 rental units alongside nine for‑sale homes with a purchase priority for county employees, then city employees and then public service workers.
Simpkins said Big Sky’s approach evolved: an initial trust (Big Sky Community Housing Trust) helped structure land stewardship and ground leasing in later projects, and resort tax funds were used in early stages to support development.
