Mark Swanson told the commission he filed a formal, verified ethics complaint with the city clerk alleging potential conflicts of interest by Commissioner Wayne Robinson related to the sale of Bill Collins Village and the commissioner's financial-disclosure filings. "Public records show that Commissioner Robinson's own company, Do Rob Properties, made a $1,800,000 offer to buy Bridal Collins Village..." Swanson said, and he urged the commission to follow the code of ethics process and not act as judge and jury.
Swanson said the complaint alleges an attorney for the housing authority effectively represented both sides of the transaction and that the commissioner previously appointed a business associate to the housing authority board. He asked the commission to allow the ordinance's independent hearing officer to review the complaint and flagged concerns about incomplete financial disclosures. The commission did not take any adjudicative action on the floor and Swanson requested prompt and fair processing under the city's ethics ordinance.
