Solicitor Wachter prepared an easement agreement under which the borough will install and supply a catch basin at 104 East High Street. The property owner will provide and install a 60‑foot pipe from the borough’s basin to a PennDOT basin, dig and maintain a ditch from the PennDOT basin to Bentley Run, and the borough will maintain the pipe and two catch basins.
Council moved to approve the easement/agreement; the motion was moved by Councilor Osborn and seconded by Councilor Joyce and recorded as carried. The minutes show the borough will maintain the pipe and two basins while the property owner handles installation and the ditch to Bentley Run.
The agreement assigns installation responsibilities to the property owner and ongoing maintenance responsibilities to the borough for specified infrastructure; the solicitor completed the easement document prior to council action.
