Council approves $8,800 study to evaluate options for deteriorating Legion Hall

After a CIS safety briefing that described the Legion Hall as structurally compromised and not insurable for restoration, the council unanimously approved an Urban Patterns contract (not to exceed $8,800) to evaluate demolition, stabilization, renovation or rebuild options and prepare funding‑request materials and a town hall in October.
City insurance pool consultants told the council the Legion Hall has serious structural issues and recommended interim safety steps while options are assessed.
Margaret Ryan, senior risk management consultant with CIS, said current coverage on the building is limited to debris removal and general liability and warned that insurance would not cover restoring the building to usable condition. "If the building did come down, insurance would cover debris removal," Ryan said, and she recommended signage, fencing and that Town & Country Players remove props and costumes promptly for their safety.
Urban Patterns representatives Ben Gates and James Lee proposed an $8,800 scope of work to prepare drawings, develop options (demolish, demolish and rebuild, stabilize to meet insurance requirements, or substantially renovate), draft a funding strategy, host a town hall in October and prepare a congressional funding request package. Councilor Shelby Dumire moved to accept the Urban Patterns project agreement not to exceed $8,800; Councilor Kathy Peck seconded. The motion passed unanimously, 6‑0. Council asked staff to schedule community engagement and to consider Civic Center space as a temporary alternative for programming while the Legion Hall options are evaluated.
