"This money is covering operational expenses of the city," the mayor said.
Council confirmed the motion and adopted the plan by a 5–0 roll call. City staff and council members noted that while the increase is welcomed, it does not fully cover rising program costs and staffing pressures; council agreed to continue oversight during implementation.
