Clerk proposes one-time dog-registration fee after low annual renewals

City Clerk Melissa Klinge told the council that under the current annual dog-license policy only 29 residents renewed and obtained current rabies-vaccination records in 2025. Staff reported recent incidents where dogs were held in the kennel for two to three weeks while owners were unreachable. To increase compliance, staff proposed switching to a one-time registration fee and organizing a vet-clinic day where residents could vaccinate, register and license animals in a single visit.
The proposal remains under consideration; no ordinance or fee schedule was adopted at the Jan. 13 meeting. The clerk's suggestion seeks to improve compliance and reduce extended kennel stays by ensuring easier access to vaccination and licensing services.
