The Parma City Council approved Resolution 2026-01 on Feb. 10, 2025, which sets employee classification and compensation language and clarifies vacation accrual brackets. Council President Joe Giardelli proposed month-based length-of-service tiers (0–24 months; 24 months and one day–60 months; 60 months and one day–120 months) and discussed that employees will begin accruing vacation with an initial 40-hour accrual for the first and second year, then move to the higher accrual tier after 24 months plus one day. Giardelli moved to adopt the resolution; Mike Richard seconded and the motion passed on roll call (Hemmert, Giardelli, Hurd, Richard — ayes).
Council also noted that accrued leave payout on retirement will be decided at a later date and that, for the current year, employees are receiving 50% of their normal accrual with the remainder to accrue moving forward. The resolution and recorded motion formalize the city's approach to classification and leave accruals going into FY 2025/2026.
