Sheridan McClellan, Wasco County Emergency Management Services Manager, told the Maupin City Council that Wasco County applied for two grants but received only partial funding and proposed updating the county Emergency Operations Plan with city-specific annexes for jurisdictions including Maupin. McClellan outlined the financial shortfall and partner cost-sharing; the presentation included the proposal that participating cities contribute to the project.
Councilor Rob Miles moved to authorize Mayor Carol Beatty and City Manager Nick Smith to enter into the Wasco County Emergency Operations Plan intergovernmental agreement and for the City of Maupin to contribute $1,000 on July 1, 2025. Councilor Kathy Peck seconded; the motion passed 7-0. Councilors noted the update will incorporate work already done locally by staff, including prior work by Melissa Napoli, and that the city-specific annex will help address jurisdictional needs in emergencies.
