At the Oct. 7 meeting the Bristow Municipal Authority moved to rescind a Sept. 3 approval of Change Order No. 3 to the construction contract with KBC Construction, Inc. for improvements to the Wastewater Treatment Plant.
Trustee Randy Witty moved to rescind the earlier motion and Trustee Judd Johns seconded. The roll call vote to rescind was recorded as: Church Aye; Fletcher Aye; Green Aye; Groom Aye; Johns Aye; Peters Aye; Witty Aye. The minutes state the original contract amount was $8,315,150.00 and then list additions and new totals; however the transcript contains two slightly different figures for the change order. One line records adding $131,585.08 (new amount $8,743,168.30) while another line records adding $131,585.07 (new amount $8,743,168.27). The minutes do not resolve the discrepancy.
Immediately after rescinding the prior approval, Trustee Judd Johns moved and Trustee Brian Peters seconded to table agenda item #7 (Consideration, discussion, and possible action regarding Change Order No. 3 for KBC Construction, Inc.). The motion to table passed by roll call (all Aye). The item will return to a future agenda for further consideration.
The minutes do not record additional discussion, public comment, or an explanation for the rescission or for the numeric discrepancy in the listed change-order amounts. No formal amendment or substitute motion was adopted; the action on the change order is formally recorded as rescinded and tabled for a later meeting.
