Council approves Cherry Lane Phase 3 amendments to extend design schedule, add engineering work

City staff presented two related contract amendments for Cherry Lane Extension Phase 3 and the council approved both on July 23.
Bill Kerr described Amendment No. 5 as an update to funding exhibits that extends the project completion date for design and right-of-way phases to June 30, 2027 and removes construction phases so those can be handled in separate contracts. Kerr said this revision preserves eligibility for federal participation and allows sufficient time to complete remaining phases and close reimbursement requests. "This amendment does not modify the scope of work and is necessary to maintain eligibility for federal participation," he said.
Staff also described Amendment No. 4 to provide additional engineering services needed to finish design, right-of-way certification and coordination activities, including stormwater permitting, utility coordination, NEPA re-evaluations and geotechnical updates. Kerr reported the amendment increases the contract amount by $195,772, raising the contract to an amount presented in the transcript of roughly $2,970,070. Council moved, seconded and approved both amendments by roll call.
Council members were told the engineering increase represents a small percentage of the overall project estimate and is intended to address TDOT and FHWA review comments so the interchange design can proceed.
