Stantec presents VTrans-aligned, phased plan for West River Road

Representatives from Stantec Consulting Services and GZA GeoEnvironmental walked the Selectboard through their RFP for West River Road engineering work, emphasizing a process designed to maintain federal grant eligibility and to keep highway staff engaged through design and bidding. Israel Mahner, Senior Associate at Stantec, said the firm structures proposals to accommodate VTrans procedures and Quality Assurance plans needed for reimbursement.
"This is ready to go to construction," Mahner said when describing the level of deliverables included in their proposal; he and Nicholas Williams (GZA) explained that the geotechnical work will inform alternatives and that the contract structure (cost-plus-fixed fee) gives the town flexibility so it pays only for services used. The team estimated their cost projections should be within roughly 10–20% if design and construction occur within a short time frame, while noting inflation and site complexity can widen that range.
Selectboard members discussed the merits of phased construction versus a single comprehensive project and asked Stantec to consider adding an in-person presentation of the summary report; Stantec confirmed an in-person presentation could be added. The board will continue comparing Stantec’s scope, cost structure, and risk assumptions with other proposals.
