At the April 13 meeting the Housing Commission raised questions about whether the R1 zoning district still requires conditional use for multi‑unit housing. Nancy Jensen asked the Planning Commission to verify current zoning language and whether a potential transfer of the Swiss Inn could be used for housing under conditional use.
William Goodwin, zoning administrator, agreed to check the ordinance language. Later in the meeting Brent Bammarito moved — after Will’s review — to add conditional use for multi‑unit housing in R1; Trevor Powers seconded and the motion passed unanimously. The minutes record the motion without amendments.
Patty Eisenhaur noted the Housing Commission’s concern about removing barriers to housing development while also pursuing a Village Destination consistent with state goals and WRC guidance. The commission did not adopt specific amendments to the code text at this meeting; the action recorded was to add conditional use consideration for multi‑unit housing and to follow up with staff to confirm the exact ordinance language.
