Planning Commission finalizes draft zoning changes, schedules April 13 public hearing

The Londonderry Planning Commission voted on March 23 to forward a revised zoning bylaw draft and to hold a public hearing on April 13, 2026. Commissioners discussed a range of text edits — from separating dormer language to adding a density‑bonus provision for Planned Unit Developments (PUDs) — and unanimously moved to accept the changes for public review.

Key changes in the draft include omitting a single-word reference to “dormer” and adding a standalone provision describing “the addition of a dormer,” adopting state model language for the Flood and Fluvial Erosion Overlay, and adding a density bonus option in Section 3411 that would allow a PUD applicant to propose higher density subject to DRB findings. The commission also agreed to remove a provision limiting how often electronic message signs may change messages and to allow one freestanding sign up to 30 square feet for mixed‑use developments near principal entrances. The commission voted to accept the edits on a motion by Stephen L. Twitichell, seconded by Chair Brent Bammarito; the motion passed unanimously.

The Planning Commission will accept public comment at the April 13 hearing and then review public input at its March 27 meeting before aiming to present the bylaws to the Selectboard on May 4, 2026. Pamela J. Spaulding said the hearing notice was posted in the Vermont Journal, on the town website, at the Town Office and both post offices.
