Sheriff Elmore urges towns to prepare for higher contract rate to retain deputies

Sheriff Elmore told the Leicester selectboard he has been meeting with towns about staffing and benefits and that the department is seeking higher contract rates to retain deputies. "That's gonna start 07/01/2026," he said while outlining benefit changes and the proposed pay increase. He described current all-in costs as roughly $51 per hour and said the proposed single blended contract rate would simplify billing and budgeting for towns.

Elmore detailed the staffing shortfall the office faces: six full-time deputies and four per-diem deputies on the roster, with a full complement described as nine full-time officers to guarantee coverage. He said the state has agreed to make retirement available and to enroll the department in a state insurance program, and that those benefits plus higher base pay are intended to reduce turnover. "Starting July 1, we're going to $64 per hour," Elmore said, adding that mileage would be folded into the rate. He asked towns to consider the options ahead of budget season and said the office will continue on current contract terms through the end of June.

The presentation prompted questions about how back roads are prioritized versus state routes, weekend patrols and whether towns can afford the higher rate. Board members said they would review the packet Elmore left and asked for a follow-up conversation or return visit before budget decisions are final.
