Human resources briefed the City Council on July 27 about the city’s supplemental (acting) pay practice. HR explained the policy sets a minimum of 5% for supplemental assignments but that historically supplements have ranged from 10%–15% depending on added duties.
HR said supplemental pay is implemented by payroll action forms after department head, HR director and city manager approval; there is no standardized rubric for calculating the percentage. Council members pressed for more formal documentation: who approves supplements for director‑level positions, how extra duties are justified and tracked, and how long supplements continue. Finance and HR were asked to provide a clearer workflow, include written justifications in personnel files and refer recurring governance or policy issues to the finance committee for review.
Councilman Turner recommended formal committee consideration to determine whether new controls or a standardized review process are needed. HR agreed to provide the requested examples and forms to council for follow‑up review.
