Zoning inspector refers ground-mounted solar questions to planning commission after school inquiry

Zoning Inspector Ted Foster told council he received contact from a consultant working on ground-mounted solar panel proposals with the local school and said the questions raised—setbacks, fencing, and whether to permit non-roof-mounted arrays—should be reviewed by the planning commission. Foster noted that this would be the first request for non-roof-mounted panels in the village and described the topic as a "grey area" that merits formal discussion.

Council members asked procedural questions, including whether owners would be notified; Foster said the planning commission meets next week and that the issue will be considered there. During the discussion Dan Donato voiced a concern that in nearby Columbus farmers had been told land with solar panels could not be farmed again and that panels become hazardous waste; that claim was not disputed or confirmed during the meeting and remains unresolved on the record.
