City administrator warns FEMA rule changes could affect many Rogue River properties; staff to host RVCOG briefing

City Administrator Ryan Nolan used the Oct. 24 meeting to brief the council on regional planning and emergency-preparedness items and to flag a major forthcoming local issue: new FEMA rules that will affect many properties in Rogue River.
Nolan described his visits in Bend — including touring a water facility and regional emergency-resource storage — and said he learned about an in‑conduit hydroelectric pilot and regional backup facilities. He told councilors that “we’ve been hit with some federal and state mandates that are troublesome and burdensome but [it] was refreshing to see that there is help if we ever need it,” and that the League of Small Cities has adopted legislative priorities for the coming year.
On floodplain and permitting matters, Nolan said staff has submitted an application to the Department of Land Conservation and Development (DLCD) regarding parking mandates and expects a response by the end of the month. He warned that the new FEMA rules are a “huge subject” that will affect a large number of properties; staff will present a virtual RVCOG briefing at the council workshop on Nov. 7 and is arranging for FEMA staff to attend local public hearings to answer questions.
Councilors and residents were informed that staff will draft softer, explanatory language for the public about the new rules and that elected-official ethics training and other required trainings will be scheduled in coming months.
