John W. Coffee, host of Beachside Chats, said Indian Harbour Beach uses a multi-year approach to budgeting, combining a financial model and a capital improvement plan that "forecast 5 years of revenue and expenditures" so officials can prioritize future projects.
"On an annual basis, the budget process is a 10 month process that you and I start in the month of December," Coffee said, summarizing the calendar that includes a council strategic workshop in February, a five-year review in April, a proposed budget submitted at the end of July, an August workshop and two public hearings in September to adopt a tax rate and the budget. Coffee said the approach is designed to help elected officials and residents decide which projects the city can afford.
Coffee also noted that state rules shape what municipal revenue sources are available, saying cities must operate within Florida's guidelines and cannot, for example, unilaterally create a city income tax. The five-year model and public schedule, he said, are tools to provide predictability for both short-term spending and longer-term capital planning.
