Councilors and staff raised neighbor-impact and access concerns. A councilor recommended soil testing before advancing design, noting unknown soils could force deep foundations and materially increase costs. The city manager said staff will pursue further due diligence and funding availability to compare the high-ground option with on-site renovation.
