Selectmen confirm multiple board reappointments, approve gifts and liquor licenses, then vote to enter executive session

The Board of Selectmen approved several routine actions during its July 23 meeting, including reappointments, acceptance of gifts and liquor-license approvals, then voted to enter executive session for negotiations and litigation strategy.
Chair Dave Havilland read a list of reappointments that the board moved to approve: Council on Aging appointments (Geraldine Wise, three-year term to 06/30/2029; Maureen Dill, three-year term to 06/30/2029; Carolyn Pilch, associate member through 06/30/2027), Board of Fire Engineers appointments (Kate Kenny and Paul Capone, three-year terms through 06/30/2029), Recycling Committee reappointments (Jennifer Luthy and Wendy Molars through 06/30/2029), and Cultural Council (Judy Schultz through 06/30/2029). The motion was seconded and passed with a roll-call vote.
On the consent agenda, the board approved acceptance and expenditure of two $1,000 gifts from the Metaphora family (one to the police department and one to the fire department) and approved multiple 2026 one-day liquor licenses for summer dates as listed in the meeting packet; Selectmen publicly thanked the Metaphora family.
Later the board moved to enter executive session "not to return" under MGL chapter 30A, section 21(a) to conduct strategy sessions in preparation for negotiations with the Dover Police Association and to discuss strategy regarding threatened litigation over the community center project (M O'Connor contracting). The motion was seconded and approved by roll call.
The meeting adjourned into executive session; no additional public votes were taken after that motion.
