Dover hires Kim Lundgren Associates to lead MVP 2.0 planning and climate action plan

The Dover Board of Selectmen voted July 23 to approve a professional services agreement with Kim Lundgren Associates to carry out the town's MVP 2.0 planning grant and a separate climate action plan.
Anna Nagy, chair of the Sustainability Committee, told the board the town issued a joint RFP for both the state-run MVP 2.0 planning grant and the technical climate action plan and received five "very strong bids." She said the committee scored proposals against a rubric, averaged the scores and "found KLA was ahead in points," and that reference checks confirmed long-term, positive working relationships with other municipalities.
Chair Dave Havilland moved to approve the KLA agreement, stating the contract is "between the town of Dover and Kim Lundgren Associates, KLA, for professional services related to the MVP 2.0 planning and climate action plan." Cam Hudson seconded the motion; the board recorded three ayes and the agreement was approved.
Nagy said the town expects the two projects to run in tandem so that the people-centered MVP work (focused on environmental and social justice) informs the climate action plan's technical baseline and emissions-reduction measures. She told the board the committee hopes to kick off work in September but indicated the vendor had flexibility to start sooner if needed.
The Selectmen asked staff to finalize the contract using the town's standard professional-services form and to notify department heads and stakeholders when the project schedule is set.
