City planner outlines residential code rewrite with adoption targeted for February 2027

City planner Abram told the Planning Commission on June 18 that the city is moving forward with two major housing initiatives: an update to the Residential Development Code with Cascadia Partners and a data-driven housing needs analysis and inventories under Senate Bill 406 with 3J Consulting.
Abram said the Cascadia team has already met with city staff for kickoff and preliminary audit work and that the Planning Commission will serve as the advisory board for the code update and the SB 406 data work. "We are looking at adoption for February of next year, so the timeline is short and it will be quick," Abram said. He added the commission and staff will hold multiple meetings before adoption to review findings and recommendations.
The SB 406 work will be phased: the first grant-funded phase will focus on data components such as the contextualized housing needs analysis, buildable lands inventory and development-ready lands inventory, while the later housing production strategies component will be scoped in a subsequent grant cycle. Abram said the projects are closely coordinated, and staff will need to decide whether projections should assume existing code or potential code changes.
Commissioners asked about how the Housing Production Strategies would be integrated with the city’s code changes and whether the county or jurisdictional approaches would be used. Abram said those decisions will be refined as consultants and staff scope future grant work.
