Councilors discussed whether the council should retain the current practice of first and second readings separated by time to allow public input, or shift to title-only readings in a single meeting. Several members emphasized the value of public hearings and proposed exploring whether the council’s rules should be revised to balance efficiency and public participation. Staff will return a proposed consolidated ordinance and a recommended public-notice approach to a future meeting.
