The three-step plan is: (1) compile fee references across code and past resolutions; (2) clean statutory references in the code so fees can be changed by resolution rather than ordinance; and (3) adopt the master fee schedule by resolution.
The staff recommendation is to set the consolidated list effective (staff suggested) around July 10, with no immediate fee changes; proposed adjustments would occur next budget year. When asked whether the STR waiting-list application fee is annual, staff answered it is a one-time fee. Councilors debated a garage-sale permit fee on the schedule: one councilor suggested removing it; staff and other members said the fee or permit requirement exists in code (chapter 90) and could be revisited by resolution.
Council reached consensus to move forward with establishing a master fee schedule and to review specific fees (including the garage-sale item) in detail during the annual review process.
