City Manager Sheppard briefed council on a draft resolution to accept additional grant funds from the Oregon Watershed Enhancement Board (OWEB) to support the purchase of the lower Jetty Creek watershed. Sheppard said OWEB had previously awarded $1,422,000 and was proposing an additional sum of about $330,000, which would bring the total award to approximately $1,775,000. She noted there may be a further roughly $150,000 available in October. “OWEB has already awarded the city $1,422,000. They wanna increase that by about $330,000,” Sheppard said.
Staff also discussed an amendment to the grant completion date and the timeline for spending the funds; the workshop record included several date references as staff and council clarified the operational deadline for completing purchase and follow-on work. Sheppard said the resolution would both accept additional funds and align the grant expenditure deadline and the purchase agreement timeline. Councilors asked clarifying questions about the operational implications of the extended completion date.
