Budget committee boosts downtown beautification line by $1,000 to support West Side improvements

Committee member Mary McGinnis proposed the amendment, saying the request came from multiple downtown businesses and would be used for signage, benches, flowerpots and other improvements while preserving $1,000 for volunteer watering and maintenance. The committee discussed whether Public Works or another city office should administer the funds, and staff cautioned that taking on program administration would require planning and staff time. City Manager Luke Shepherd suggested the committee could fund the increase while leaving policy and administration decisions to the city council and staff.
A motion to amend the proposed budget line item (amend line to increase beautification from $3,000 to $4,000) was moved and seconded and passed with recorded yes votes by members present. Chair Don Allgaier called the vote and multiple committee members recorded "yes," after which the chair declared the amendment passed.
The committee debated next steps such as design standards and whether the City Council should formalize oversight. Staff said the increase keeps the city responsive to business-driven requests while reserving policy-setting and administration for the council and public-works staff.
