Several supported requiring applicants to appear or be available to answer questions during the commission’s review; others warned that too many formal requirements could make the program inaccessible for small neighborhood groups. One commissioner argued for flexibility to capture local impact that a numerical rubric might not fully reflect, and another suggested a two-step review (pre-screen then deep-dive for finalists) to give applicants time to clarify missing information. Planner Tapia said staff will return with a revised program and noted the commission’s recommendations will be shared with City Council.
