Council reviews planning commission recommendations for four community grants

City staff reported that the planning commission recommended funding four of six large community grant applications and explained the commission’s methodology for allocating limited funds. The four recommended projects are: (1) Hope Chest Thrift Store — building updates including roll-up blinds and counter improvements; (2) Food for Seniors — purchase of meals and delivery containers; (3) CAM/NCAM — production of a music festival; and (4) Rockaway Beach Business Association — a series of community events including a scavenger hunt and movies in the park.

Staff said the recommended funding uses the same percentage-apportionment method the commission proposed, but noted an internal error in the assumed available funds: the commission initially assumed $53,000 but actual available funds are $58,000. “That was my mistake. I take full accountability on that,” Tapia said while showing updated funding calculations. Staff will present revised numbers in the meeting packet.

Two applications were not recommended: the North County Food Bank’s request was judged premature because it is part of a multi-million-dollar project that has not yet begun; and a Lions Club cart project that used a wayside space only a few weekends a year, where reviewers concluded the group could raise necessary funds (staff noted the group reported earning about $10,000 last year). Council members said they were comfortable moving the recommendation forward to a resolution for the next regular meeting.

Next steps: staff will include the updated funding calculations in the meeting packet and place the planning commission’s recommended allocations on the agenda for council action.
