City planner outlines comprehensive plan, zoning overhaul tied to SB 406

The Rockaway Beach city planner, Tapia, told the Planning Commission that staff has finalized the scope of work and engaged consultants to modernize the comprehensive plan, zoning ordinance and subdivision ordinance to ensure compliance with state housing laws, including tasks tied to Senate Bill 406.
"We're working to audit our code," Tapia said, describing the audit as a first step to identify parts of the code that are not in compliance and to flag permitting or land‑use barriers. Tapia said Cascadia Partners is scheduled to present the scope and initial findings in July, with Scott Verganese and a project manager, Lydia Ness, on the consultant team.
The planner said SB 406 work assigned to Tillamook County will supply contextual housing needs analysis and buildable lands inventory components that align with the city’s local code work. Tapia said the combined effort will help Rockaway Beach better understand its land‑use capacities and determine which code changes must meet state law and which have local discretion.
Tapia told commissioners the process will include two public engagement events — one intended to reach high‑school and under‑heard voices and an open house at city hall — to solicit community feedback on proposed changes.
