Board reviews feasibility study and debates two-proposition bond; tables final language pending Jones Foundation decision

Consultants and district staff presented a feasibility study to the Osage City USD 420 board on July 8 that outlined two proposed bond propositions and associated cost estimates.

The study described Proposition 1: middle school renovations including ag/CTE space, fitness/weight/multipurpose areas and site work, estimated at $18,500,000; and Proposition 2: an early childhood center with district administration space, community daycare and outdoor learning, estimated at $12,150,000. The draft ballot language in the packet conditions Proposition 2 on passage of Proposition 1 (Proposition 2 would only be authorized if Proposition 1 passes).

Board members debated whether to tie the two propositions. Several members argued the middle school should be the priority for immediate student-pathway benefits and expressed caution about placing both questions in a linked format. Others said voters should be able to vote separately. A key consideration was possible supplemental funding from the Jones Foundation; several trustees recommended waiting to learn the foundation's decision before finalizing ballot language.

The board did not adopt final bond language at the July 8 meeting. The superintendent said staff will not submit final election documents until after the board decides how to present the propositions; staff noted an administrative deadline in August for ballot materials if the board seeks a November vote.

Next steps: district staff will contact bond counsel and the Jones Foundation and call a special meeting if needed before the submission deadline.
