Colfax council OKs artificial-turf buffer for 195 Bridge roundabout, agrees to maintain new lighting

The Colfax City Council voted unanimously Aug. 5 to have the Washington State Department of Transportation install artificial turf in the 195 Bridge replacement roundabout and to assume maintenance of the lighting that will be installed there.
Public Works Director Matt Hammer outlined the buffer options discussed at the previous meeting—grass, rock, gravel, clover or artificial turf—and said artificial turf would be the lowest-maintenance choice. Councilmember Golden moved to approve Resolution 24-04 to have WSDOT install artificial turf; Councilmember Mackleit seconded and the motion carried on a unanimous roll call vote.
Hammer also said WSDOT will install eight LED luminaires in the roundabout and provided the council with WSDOT’s maintenance estimate: $328.27 per luminaire per year, for a total of $2,626.13 annually. Hammer recommended the city assume the maintenance because the LED fixtures should keep upkeep costs relatively low. Councilmember Golden moved and Councilmember Schaefer seconded Resolution 24-05, which the council approved by unanimous vote, agreeing that the city will take on luminaire maintenance.
The approvals formally assign responsibility for installation to WSDOT and ongoing operations for the luminaires to the city. The resolutions do not include a breakdown of which department or line item will pay the annual maintenance; that detail will be worked out in subsequent budget or operations discussions.
