Commission issues five-year permit for Ecological Restoration at Harnett Pond

The Conservation Commission reviewed a Notice of Intent for an Ecological Restoration Limited Project at privately owned Harnett Pond, a 33-acre pond referenced in the application. Shannon Boomsma of White Engineering described a phased approach using hydraulic suction dredging and diver-assisted dredging to remove nuisance aquatic vegetation. Boomsma said MA DEP had issued a 401 Water Quality Certificate and the Massachusetts Secretary of Energy and Environmental Affairs had certified the project.
Boosma requested a five-year approval; the Commission issued an Order of Conditions that makes the approval valid for five years and requires that nothing in the Commission’s order override conditions from other state agencies. The applicant must copy the Commission when submitting reports/photos required by other state agencies. The motion to issue the Order of Conditions with those conditions carried 4-0-0.
The Commission emphasized coordination with state agencies and required the applicant to share all state-mandated reports and photos with the Commission for local oversight.
