District staff outline Division 22 reporting, menstrual-dignity rule and remaining compliance work

Staff briefed the board on Division 22 (state accountability) items, said menstrual-dignity products will be provided in elementary bathrooms by Dec. 1, and reported the health-services plan and several prevention and curriculum items remain in progress and will be posted when complete.
District staff walked the board through Division 22 obligations and several new or updated requirements that affect district operations and reporting.
"Menstrual dignity that it's that pads and tampons are available in every bathroom, in a K–12 setting," staff said, noting the district has the product on hand and will place baskets in elementary bathrooms by Dec. 1 to meet the requirement. Staff also reported the health-services plan is nearly complete but a linked file (communicable-disease plan) needed relinking before final submission to the state; the superintendent said the plan should be submitted the following week.
The presentation covered additional mandates including updated drug-and-alcohol prevention requirements, a Narcan requirement, and the need to develop comprehensive sexuality-plan elements with public feedback in January. Staff said ODE has provided resources and that the district intends to be transparent about remaining gaps while using the support offered by the state to reach compliance. Board members asked for sample language for supportive measures and disciplinary ranges in the Title IX/complaint procedure update, and staff said they would request model language to include in the next draft.
