Town Attorney Allen Quist told the council the draft would make it unlawful for a person in control of property to cause noise that "constitutes an unreasonable noise disturbance," and would add a special-permitting process and defined time periods for enforcement. Quist said Section S in the draft had been updated based on a cited state statute.
Councilmembers questioned whether temporary permits should include numerical limits per resident and what days and hours should be covered under the ordinance. Councilmember Will Sipes asked specifically if the current draft places stipulations on temporary permits; Quist replied he did not believe such stipulations existed in the version presented. The council discussed various options for caps and time windows but did not adopt any specific restrictions during the meeting.
No vote or formal action was taken; the draft ordinance remains under review pending further staff and legal refinement and future council consideration.
