Town planners say incomplete submittals, multi‑agency reviews drive permit delays

Town staff and outside consultants outlined common causes of delay in the town's permit review and approval process during a March 10 presentation. Todd Pobasco of Willdan Engineering and Sandra Hoffman of Logan Simpson described their respective roles—building safety review and inspections (Willdan) and community planning (Logan Simpson)—and emphasized the need for complete submittals.
Hoffman said applicants sometimes submit partial packages and later are told they need additional items such as an ALTA survey, extra information for projects adjacent to ADOT roads or State Trust Land, or coordination with Luke Air Force Base. "All applicants are required to follow the appropriate process," Hoffman said, noting that conditional‑use permits, rezonings and variances typically include opportunities for added conditions when a public hearing is required.
The presenters provided handouts showing common delay factors and suggested solutions that include clearer applicant checklists, more complete initial submittals, and early coordination with outside reviewers to reduce back‑and‑forth. The presentation reiterated that multi‑agency review is part of statutory timeframes governed in part by Arizona Revised Statute 9‑835, which the Arizona Commerce Authority monitors.
