The resolution was proposed during budget discussion and carried on a recorded vote with Councilmembers Kari Fagerhaug, Layton Schimke, Scott Vaske and Shawn Tobin voting in favor.
The resolution text included the statement, "WHEREAS, it appears that there will be insufficient funds in the 2025 Budget, to carry out the indispensable functions of government," and specifies the transfer amount and immediate effective date upon passage. The minutes note the resolution was published on Jan. 7, 2026 and became effective immediately upon passage; no council member is recorded as voting against the resolution.
