City Administrator Pro Tem John Edwards told the committee he submitted a grant application to the ODOT Small City Allotment Fund for road and drainage improvements and included the request in the proposed FY 2026–27 budget because there is a reasonable expectation of receiving the funds.
Committee members noted that Oregon gas-tax revenue sharing funds are restricted to roads and streets and cannot be used for law enforcement or parks. The minutes record that "These funds could be used to hire a new employee who would concentrate on a long-overdue street improvement and maintenance plan." Committee members discussed the possibility of hiring a dedicated staff member to manage a street-maintenance program if funding is secured.
