Tina Jahn, owner of CPR/1st Aid-Breath of Life, INC., submitted a written proposal offering to purchase Lot 1702 in the City of Senecas Industrial Park to create public green space and "preserve the buffer zone between the current industrial companies located in Seneca and the residential zone that borders it." The proposers say the intended public or semi-public use would be allowed in the industrial zone via a conditional-use permit under the Seneca City Code and that they would follow the city's regulations for screening the property with trees, shrubs, or fencing.
The proposal, signed by Tina Jahn with co-signer Dale Jahn, sets out several conditions intended to protect the City's interests. The proposers state they would write a deed restriction and record a buy-back option in their Trust to guarantee the City a first right to repurchase the lot in the future or in the event of their deaths. The document also says the Seneca Volunteer Fire Department would have "unconditional and unfettered access" to a seasonal pond on the property.
"We would like to purchase this industrial lot in the interest of public access, green space, and preserving the buffer zone," the proposers wrote in the submission. The document asks the City Council to consider the conditional-use process required by the Seneca City Code and welcomes input from City residents on the green-space design.
The proposal does not record any council action; it is a purchasers written offer that, if the City accepts or schedules it for review, would likely proceed through the City's sales and conditional-use review processes.
