Seneca council approves volunteer worker's compensation resolution, banking signature and bills including $71 OMA fee

The council approved a set of administrative actions at the Jan. 14 meeting. Manager Born presented the annual volunteer coverage document; the council approved Resolution 01-21, which extends worker's compensation coverage to volunteers and removes the transfer-station attendant from the volunteer list because that position is now paid.
The Council authorized Councilor Suzie Hood to have signature authority on the Bank of Eastern Oregon accounts. Councilors also approved the Bills Before Council, which included an added membership fee for the Oregon Mayors Association in the amount of $71.00.
Manager Born noted delinquent utility accounts and reported the city has not shut off water for delinquency since last spring; several accounts are several months overdue and some exceed $1,000. The Council asked staff to continue sending reminders and to place the shut-off policy on next month's agenda while maintaining a practice of not performing winter shut-offs. Born also said Business Oregon provided 18 boxes of PPE (masks and gloves); some boxes are already claimed and the council discussed offering a limited number of masks to residents in need.
Actions taken included adopting Resolution 01-21, granting signature authority to Councilor Hood, and approving the bills for payment.
